1. Opera → Settings (Alt+P).
2. Enter in search: proxy.
3. Click Open your computer’s proxy settings.
4. Configure in Windows or macOS.

Linux

• Configure through system settings or launch with a flag:

    opera --proxy-server="http://p2.mangoproxy.com:2333"

Checking

• Go to https://2ip.ru or https://whoer.net.
